Venezuelan VP Rodriguez Arrives in Vienna for OPEC International Seminar

On Tuesday, Venezuelan Vice President and Oil Minister Delcy Rodriguez arrived in Vienna to take part in the ninth International Seminar of the Organization of the Petroleum Exporting Countries (OPEC).

Rodriguez was welcomed at Vienna International Airport by OPEC Secretary General Haitham Al Ghais, along with Venezuela’s deputy oil ministers and the country’s ambassador to Austria, Claudia Salerno.
At the seminar, Rodriguez is expected to deliver a message from President Nicolas Maduro and share insights from the South American country’s oil industry, which holds the world’s largest proven crude reserves. She will emphasize the need to “maintain cohesion among OPEC member countries in order to confront the sector’s major challenges.”
According to Venezuela’s state-owned oil company Petroleos de Venezuela (PDVSA), the OPEC forum offers a strategic opportunity to strengthen multilateral cooperation. The company described Venezuela as having a “recognized track record in promoting energy consensus.”
The Venezuelan delegation attends the seminar “with a commitment to advance policies aimed at ensuring market stability, supply security and comprehensive development for countries in the Global South,” PDVSA said, pointing out that Venezuela’s participation “highlights its fundamental role within the organization and reaffirms its strategic position in shaping the global energy landscape.”
On Saturday, the OPEC+ alliance, led by Saudi Arabia and Russia, agreed to increase oil production by 548,000 barrels per day (bpd) starting Aug. 1 — 137,000 bpd more than in the previous three-month period and above market expectations.
According to official figures, Venezuela’s oil production surpassed 1 million bpd in January for the first time since June 2019. That level has been sustained through the first five months of the year, reaching an average of 1.06 million bpd in May — the highest monthly output so far in 2025.
During the St. Petersburg International Economic Forum (SPIEF) held in June, Rodriguez denounced sanctions imposed on fossil fuel-producing countries, calling them a threat to global energy security.
